On April 28, 2008, during a meeting of the WTO Anti-Dumping Measures Committee, China raised concerns over anti-dumping measures imposed by Mexico, Canada, and the European Union on a wide range of its products. The Chinese delegation emphasized that these actions were inconsistent with international trade rules and called for dialogue to resolve disputes.
Regarding Mexico’s measures, China pointed out that they were based on a provision from the "Protocol on the Accession of the People's Republic of China to the WTO," which expired in December 2007. China urged Mexico to review its actions and pursue bilateral consultations to find a mutually acceptable solution. Mexico responded positively, expressing willingness to engage in discussions with China.
With respect to Canada’s anti-dumping investigation on seamless steel oil and gas casing, China highlighted that the Canadian authorities failed to consider key evidence provided by Chinese companies. This included data showing that the products were not subject to government control. China argued that Canada treated the products as if they came from a non-market economy, leading to an inflated dumping margin. Canada stated that China could challenge the decision through domestic or WTO channels.
In the case of the EU’s anti-dumping measures against Chinese steel fasteners, citric acid, and air compressors, China criticized the discriminatory treatment applied to its companies. It called on the EU to ensure fair and transparent procedures in its investigations.
The U.S. also raised questions about the implementation of several ongoing cases, including those involving Brazil, India, Indonesia, Mexico, and South Africa. These cases covered a variety of goods, from textiles to agricultural products.
Additionally, the committee reviewed new domestic laws and regulations notified by Albania, China, Costa Rica, Guatemala, and Nicaragua. China requested a further review of previous notifications from Canada, the EU, and the U.S., highlighting the importance of transparency in trade policy.
The next meeting of the WTO Anti-Dumping Measures Committee is scheduled for October 27, 2008, where these issues will likely be revisited.
