On June 1, three new national standards for plastic shopping bags officially came into effect. According to the National Standards Committee, these standards were developed through a detailed process that included public consultation and review before being issued. The three standards include one mandatory standard—“General Technical Requirements for Environmental Protection, Safety, and Identification of Plastic Shopping Bags†(GB 21660-2008)—and two recommended standards: “Plastic Shopping Bags†(GB/T 21661-2008) and “Rapid Detection and Evaluation of Plastic Shopping Bags†(GB/T 21662-2008).
Previously, there were six different standards for plastic shopping bags, but they have now been consolidated into these three. The release of these updated standards marks an important step in improving product quality and environmental protection. Now, the focus will shift toward promoting and raising awareness about these new regulations among consumers and manufacturers.
The general technical requirements specify that the minimum thickness of plastic shopping bags should be no less than 0.025 mm. They must also carry environmental protection statements such as “For environmental protection and resource conservation, please use,†and safety warnings like “To avoid suffocation, keep away from infants and young children.†For bags that come into direct contact with food, the words “Food Use†must be clearly marked.
Additionally, the identification on plastic shopping bags needs to include the bag's name, standard number, size, and load capacity. The bags can be categorized as ordinary plastic, biodegradable, or starch-based (with at least 15% starch content). The labels should be eye-catching, not fade or peel off, and can be printed or sprayed without affecting the bag’s performance. Each bag should have a logo, placed in a visible location, and the manufacturer’s name should also be clearly indicated.
The “Plastic Shopping Bags†standard outlines specific requirements regarding the appearance and feel of the bags. They are generally white or resin-colored, and other colors need mutual agreement between suppliers and buyers. The bags should not have strong odors, and their surfaces should be smooth and uniform, without bubbles, holes, poor plasticization, or wrinkles. Printed bags must have clear and complete patterns and text, with a print stripping rate below 20%.
Moreover, the standard includes definitions, physical and mechanical properties, such as lifting strength, sealing strength, and water resistance, along with guidelines for packaging, transportation, and storage. These comprehensive rules aim to ensure safer and more environmentally friendly plastic shopping bags across the market.
