It is understood that in order to accelerate the structural adjustment of the tire industry, standardize the production and operation order, suppress low-level duplicated construction, and guide the sustained and healthy development of the industry, the Ministry of Industry and Information Technology has organized the "Tire Industry Access Requirements." The “Tire Industry Access Requirements†put forward specific recommendations for existing and newly-built tire companies in six aspects: enterprise layout and scale requirements, technology, quality and equipment, energy and resource consumption, environmental protection, safety production and occupational health, and announcement management. The requirements apply to all types of tire production equipment companies in China.
The “Tire Industry Access Requirements†for the first time incorporated the tire industry into the bulletin management, and the Ministry of Industry and Information Technology carried out dynamic management of the bulletin list. Specifically, the local industrial authorities at all levels supervised and inspected the implementation conditions of enterprises in the region, and the Ministry of Industry and Information Technology conducted random inspections of the announced companies, and encouraged all sectors of the society to supervise the admittance of the announced enterprises. Announcement companies will revoke their announcement qualifications if they fill in relevant information with falsified behavior, refuse to accept supervision and inspection, fail to maintain access conditions, and have greater or greater production safety incidents; Years before they can re-apply for admission notice. The list of enterprises that meet the entry requirements is announced as a basis for relevant policy support; enterprises that are not listed in the announcement list will not be supported by relevant policies.
"Tire Industry Access Conditions" shall be implemented as of the date of promulgation. If the original "tire industrial policy" is inconsistent with this access provision, the access conditions shall prevail.
