The Carol Stream Fire Protection District board has made a significant leadership move, promoting Deputy Chief Bob Hoff to the position of chief. The decision was approved by the board during a meeting on Monday night, and the official contract is expected to be finalized at their next session on July 11. While the exact terms are still being negotiated, including Hoff’s salary, the agreement is likely to span three years.
Hoff will now lead a fire district that includes three stations and around 60 sworn personnel. He joined the department in 2012, just weeks after stepping down as the head of the second-largest fire department in the country. At the time, he said he wanted more time with his family, but soon found himself taking on the role of deputy under his long-time friend and former chief, Rick Kolomay.
“The pace here was already set when I arrived, and we're going to keep it up,†Hoff said shortly after the promotion. “The pride and professionalism this team has—it's like what I experienced in the city. I love the fire service. It's my whole life, other than my family.â€
In fact, four generations of Hoff’s family have served in the fire service, including his son. His own father, Thomas Hoff, was a battalion chief with the Chicago Fire Department who died in the line of duty in 1962 while battling an apartment fire on Valentine’s Day. Hoff was only five years old at the time.
Walking through his office, Hoff pointed to a framed photo of his father and mother, Eleanor, who passed away eight years later. A message beneath the image reads: “To live in the hearts we leave behind is not to die.â€
Perry Johnson, another strong candidate for the chief position, had been the district’s deputy chief before moving into a newly created civilian role as chief administrative officer. Both Hoff and Johnson have been managing daily operations since former Chief Kolomay took medical leave and eventually retired on June 1.
They’ve also worked together on contract negotiations with the firefighters’ union. Hoff mentioned that pay raises remain a key topic of discussion, with the goal of aligning firefighter salaries with those of neighboring departments. A federal mediator is scheduled to meet with both sides later this month to help resolve the ongoing talks.
