In a move aimed at bolstering public safety coordination, Mayor Rahm Emanuel announced plans to appoint Alicia Tate-Nadeau as the new head of the Office of Emergency Management and Communications (OEMC). This announcement comes just two days after the mayor introduced a new police superintendent from within the Chicago Police Department.
Tate-Nadeau is set to take over from Gary Schenkel, who has led the OEMC since Mayor Emanuel's tenure began. The agency oversees the city’s critical 911 dispatch system and plays a pivotal role during emergencies such as severe weather or major events like the NATO summit. Schenkel, a former U.S. Marine, has decided to retire after nearly four years at the helm. His departure follows an incident last fall when two 911 operators failed to dispatch police to a West Side address where 19-year-old Quintonio LeGrier had urgently requested assistance. Tragically, both LeGrier and his neighbor Bettie Jones were fatally shot by responding officers. The two dispatchers involved were subsequently suspended without pay, and the FBI is currently investigating the shooting. Complicating matters further, it emerged that the officer responsible for LeGrier’s death initially omitted crucial details about the encounter, including the fact that LeGrier had swung a baseball bat at him.
Emanuel praised Tate-Nadeau, emphasizing her extensive experience in managing high-stakes situations. Tate-Nadeau, who holds the rank of brigadier general in the Illinois National Guard, brings a wealth of expertise to the role. Her career highlights include a deployment to Israel between 2011 and 2014, where she worked closely with international partners on emergency preparedness initiatives. Additionally, she served in Iraq in 2005 and 2006. Recently, she became the first woman in the Illinois National Guard to achieve the rank of brigadier general. Currently, she serves on FEMA’s team addressing the ongoing water crisis in Flint, Michigan. Tate-Nadeau, who has lived in Illinois for over 15 years, hails from the rural outskirts of Oklahoma City.
Her appointment underscores Emanuel's focus on strengthening local emergency response systems, particularly following recent controversies surrounding the OEMC. While many see her as a strong candidate, some critics question whether her national security background fully aligns with the complexities of urban emergency management.
