In recent years, the rapid growth of natural gas vehicles has become the biggest bright spot in the commercial vehicle market. With the successive introduction of a series of national support policies for natural gas, natural gas vehicles are entering or are about to enter a period of vigorous development. Then, will the special vehicle segment related to natural gas transportation benefit this special vehicle segment? The reporter conducted a survey for this purpose.

Gas station construction acceleration

On November 1, 2011, the “Technical Code for Liquefied Natural Gas (LNG) Vehicle Refueling Station” promulgated by the National Energy Administration was formally implemented, and for the first time, the industry standards for LNG refueling stations in China were standardized. Since the implementation of this specification for more than five months, the pace of development of domestic LNG refueling stations has accelerated significantly.

“It was very difficult to build a gas station before and after it was approved. At least 26 chapters should be covered in the approval process. Not only does it take a lot of manpower and time, but also the cost of testing and certification for the company’s investment is very low. It is virtually a gas station. Construction has set up obstacles.” Tian Weikun, manager of LNG division of Kunlun Energy Xinjiang Xinjie Co., Ltd., told reporters that since 2012, the approval of LNG refueling stations by relevant departments of various provinces and cities has accelerated significantly, mainly because of the LNG refueling station industry standard specifications. The introduction.

"With this standard, the relevant state departments can simplify the approval process and achieve the 'one-stop office' service to promote the construction of gas filling stations to speed up, so as to fully meet the market demand." Tian Weikun said. It is understood that after the National Energy Administration standardized the technical standards for LNG refueling stations, provinces and cities have significantly accelerated the approval of the construction of LNG refueling stations. Industry sources told reporters that as of now, there are nearly 500 LNG refueling stations that have been put into operation nationwide. Among them, Sichuan Province, Shandong Province, and Xinjiang Autonomous Region have the largest number of establishments, with 256, 212, and 125 seats respectively.

At present, the three major oil companies have formulated their own LNG filling station layout.

According to the China Petroleum plan, its long-term goal is to establish more than 5,000 LNG refueling stations throughout the country, and 70 LNG refueling stations have been built and put into operation. CNOOC New Energy Co., Ltd. has built more than 70 LNG refueling stations and put it into production. The planning and layout are mainly based on the Yangtze River Delta, the Pearl River Delta and the Bohai Rim. CNOOC plans to build 1,000 LNG refueling stations in the next five years. Sinopec has been involved in LNG refueling stations in the past two years. Because the gas station plates are relatively dense, the “oil and gas mixing station” strategy has been implemented, eliminating the need for land grants.

In addition to the three major oils, there are also more than 80 liquefied natural gas refueling stations built and put into operation in Xinjiang Guanghui, which are mainly distributed in Xinjiang. In 2011-2015, 300 LNG refueling stations are planned to be built in Xinjiang and will be gradually transferred to Gansu. Radiates from Ningxia and Shandong. Xinao Energy currently owns more than 20 LNG refueling stations. Xinao plans to construct 25 LNG refueling stations centered on Xi'an. In the future, it plans to invest RMB 2 billion in Shaanxi Province to complete the construction of 50 LNG refueling stations and supporting reserve banks.

Large demand for natural gas transportation vehicles

It is understood that land LNG transportation methods are mainly two kinds of road transport and railway transport, and China's natural gas transportation is basically taken by way of road transport. The acceleration of the distribution network of gas filling stations and the increase in the construction of filling stations will inevitably put more demands on the transportation of natural gas, and the demand for natural gas transportation vehicles will also increase.

“Today, natural gas has entered a period of rapid development, which has driven the development of related storage, transportation and other businesses. Natural gas transportation volume has also increased. The annual increment of natural gas transport vehicles is now maintained at more than 50%.” CIMC Vehicles (Group) According to the relevant personage of the company's Strategic Development Department, in 2012, the sales revenue of LNG tankers nationwide reached 600 million to 700 million yuan, and the sales revenue of CNG tankers was nearly 1.3 billion yuan. “Although the current market share is small, the growth rate is very encouraging,” said the source.

"Transportation users have taken a fancy to the economics of LNG vehicles, shifting from a previous wait-and-see attitude toward coin-buying purchases, and the number of gas refueling stations it will support will increase accordingly when vehicles are added to meet the needs of vehicle gas use. The location of the pipeline network and the establishment of natural gas stations rely more on dedicated natural gas transportation vehicles to undertake transportation tasks. The above-mentioned sources added that the market potential of natural gas transportation vehicles is promising.

On the other hand, although the bottleneck in the construction of gas filling stations has been eased, the attitudes and plans of different local governments are different. It is not easy to build a gas filling station. The LNG vehicle manufacturers, gas companies and other interested parties are optimistic about the prospects of natural gas, so that they must intensify their expansion in order to compete for market share. This has led to the existence of a large number of simple outfitting stations in many parts of the country. Stationary gas supply also requires the use of natural gas carriers. This was also verified during the reporter’s visit to the market in the second half of last year.

“There are about 36 simple dressing stations in Henan,” said Xu Yong, general manager of the Henan branch of CNHTC Sales. Gas companies need to use natural gas carriers to supply gas to these outfitting stations, which leads to a certain increase in their quantity. The layout of filling stations in Henan is also accelerating. After the filling stations are completed, the volume of natural gas will inevitably increase.

According to reports, as a kind of dangerous goods transport vehicles, vehicles that transport CNG and LNG are called CNG tube trailers and cryogenic liquid transport vehicles (also called LNG transport tankers). “At the moment, the industry is confusing about the name of this type of vehicle. For example, tankers, tankers, smashing cars, etc., have no specific unanimously recognized general title. Many gas carriers are considered to be fueled by natural gas. Transport vehicles," said someone in the industry.

The prospect of mobile refueling trucks is dim

Natural gas vehicles need to be developed and air supply constraints are difficult to eliminate within a short period of time. This has given rise to the demand for mobile refuelling vehicles, which have been primarily used for emergency purposes, as the user's refueling tools. For example, Shaanxi Automobile launched the LNG mobile refuelling vehicle in 2011. The relevant person in charge of the company said at that time that the potential of natural gas heavy trucks was not small, and it would be more diversified in the future. Gas stations could purchase mobile refuelling vehicles to provide more Flexible services are also a trend of service diversification. However, he also said that it remains to be seen whether LNG mobile refueling vehicles can be accepted by the market.

“At the time, there were not many natural gas filling stations and the approval procedures were very complicated. It would take even one year to build a filling station. In order to reduce the transportation costs of LNG vehicles and reduce the operating costs of users, we launched such models. The model has not been well promoted.” After a lapse of more than one year, the reporter asked about the promotion of Shaanxi Steam LNG mobile refuelling vehicle. The relevant person of the company stated that after the refueling station construction is relaxed, the mobile refuelling vehicle The market will not be too big and it may slowly fade out of the market.

“We don’t have much mobile refuelling vehicles in this area, and the only car is for emergency use.” Qi Jianwei, deputy general manager of Henan Xinao Hengji Transportation New Energy Co., Ltd., said: “The main reason is that mobile refuelling vehicles have not been standardized yet. Mobile refueling vehicles are not allowed to run on the road, so the operating procedures cannot be completed. Such models can only be used as rescue and emergency use."

Mr. Liu, who is engaged in the refueling business in Tongliao City, Inner Mongolia, agrees: “In our place, the mobile refuelling vehicle cannot enter the home, and the price of the refuelling vehicle is about 2 million yuan, which is equivalent to building a simple outfit. At the station's price, many transportation companies do not have so much money to engage in this business. In addition, our local LNG vehicles have very few users, and even if they engage in the refuelling business, they will not have too many customers."

In the Xinjiang region where the air supply is sufficient, the mobile refuelling vehicle market is also relatively bleak. "Mobile refuelling vehicles are in demand locally, but the volume is not too large." Tian Weikun said: "If the user has a useful car demand, we can only apply for a transport certificate with a pump truck, and the vehicle can only If it is used on a limited scale, if the vehicle is found on the road and the vehicle is being refilled, the SAWS will be fined."

Tian Weikun said that the company also wants to go through formal formalities, but it is certainly not approved. “At present, the national regulations are lagging behind. The regulations for the management of filling stations have only been released recently. It will be very difficult if mobile refuelling vehicles are only promoted by private companies and companies,” he said.

Why is the approval of mobile refueling vehicles so strict? Insiders said: “The companies that previously used dangerous goods transportation were qualified to operate mobile refueling vehicles. However, due to the lack of standardized management, many transport companies engaged in pulling soil and transporting coal have also set foot in this industry, causing confusion in the industry. This led to the occurrence of some accidents. The government departments have made a strict examination and approval system for this, which has caused this situation."

In addition to stricter approvals, the introduction of relevant policies for filling stations will also affect the market prospects for mobile refuelling vehicles. “The state stipulates that if there is a demand for 15 LNG vehicles, the transportation company can require CNPC to establish an LNG refueling station locally. This is good news for the sales of LNG vehicles. In the future, with the gradual distribution of gas filling stations, such Transitional models may be gradually phased out and used only as emergency vehicles for energy companies, said Shaanxi Auto's responsible person.
