In order to improve the technical quality and management level of the mine rescue team, the coal mine accidents are handled safely and effectively, according to the relevant provisions of the "Safety Regulations for Coal Mines" and "Provisions for Coal Mine Rescue" and "compulsory training, hierarchical management, assessment and certification, and improvement of quality" In principle, this regulation is formulated.

The first mine rescue technical training is an important basic work of the mine rescue team. Mine rescue corps, mine rescue detachments and regional mine rescue battalions must systematically conduct mandatory training and assessment of commanders and combatants at all levels.

The second object of mine rescue technical training is: 1. The head of the mine rescue detachment, the deputy detachment leader, the chief of staff, the staff or members; 2. The captain, deputy captain, chief engineer and deputy chief engineer of the regional mine rescue team; 3. The squadron leader, deputy squadron leader and technical leader of the mine rescue squadron; 4. The mine rescue team is the deputy team leader; 5. The mine ambulance team members, including the auxiliary ambulance team members.

The fourth mine rescue technical training content is based on the "mine rescue training materials" and "mine rescue procedures." The training of the large and medium-sized captains is mainly based on mine ventilation, disaster handling and command, and the management of mine rescue teams; the training of the team leader and team members focuses on the operation methods of the basic techniques of learning, operation and rescue of rescue equipment and exercises.

Master the main technical equipment, performance, usage methods, common fault handling and maintenance requirements; 5. The captain and squadron leader can skillfully formulate the mine disaster accident handling plan, and formulate the ambulance team action plan and safety technical measures.

Article 7 After all levels of commanders and team members are trained according to the prescribed content and time, the responsible training units shall organize the assessment. After passing the examination, they shall fill in the qualification certificates and be uniformly issued by the Mine Rescue Corps.

Article 8 The qualification certificate shall be uniformly printed and uniformly printed by the Mine Rescue Corps.

Article 9 The qualification certificate shall be valid for two years. After the expiration of the second year, it shall be re-examined and verified.

Article 10: If you do not obtain a qualification certificate, you are not allowed to be instructed or operated, nor are you awarded a military mine rescue team.

Article 11 The power of interpretation of these provisions belongs to the Ministry of Coal Industry.
